BALO... is history!
Somebody (Alexei A. Frounze's) already did the job... (and very well).
He has created the "OS for Dummies Loader".
It has a small command interpreter and even a development kit ;-)

What was BALO?
Balo was a "raw" bootstrap loader for IBM compatible PC's (386+).
It loads an image (file) from diskette into memory and runs it.
The only (current) filesystem supported is a 12-bit FAT filesystem (used by floppies).
